Massachusetts Distributed Generation Interconnection Disputes
Massachusetts Department of Public Utilities
The alternative dispute resolution section of the Massachusetts DG Interconnection Tariff (Raab Associates mediated the original DG stakeholder process in 2002 and the subsequent the update process in 2012) requires that an interconnecting distribution utility and a DG customer enter into mediation if they are unable to resolve interconnection-related disputes through negotiation. In two separate cases in 2018, Dr. Jonathan Raab was selected by the distribution utility and the DG customer to mediate interconnection-related disputes addressing the rights of interconnecting DG customers and of interconnected DG customers, respectively.
