Raab Associates managed a team of consultants responsible for: 1) conducting detailed interviews with stakeholders on a range of issues; 2) drafting an issues assessment; 3) developing draft energy efficiency goals and guidelines for the Commonwealth; and 4) detailing an evaluation plan to assess progress towards the goals. As part of the process, Dr. Raab facilitated eight meetings of a working group comprised of over 20 stakeholders and an internal DOER retreat. The Group was responsible for deliberating on the various proposals developed by DOER and the consulting team.
