Massachusetts Energy Efficiency Advisory Committee Stakeholder Process

Raab Associates was hired in 2023 by the Massachusetts Department of Energy Resources to design and facilitate the Energy Efficiency Advisory Council's stakeholder process to obtain input into the development of the 2025-2027 statewide Three-Year Energy Efficiency Plan. The EEAC held six workshops on Zoom between August and October 2023. With assistance from Birch Road Consulting and Common Spark Consulting, Raab Associates facilitated these workshops and submitted a final report. Workshop topics included Commercial and Industrial; Income Eligible Sector; Active Demand, Small Business, and Workforce Development; Residential Sector; Equity; as well as a workshop to finalize recommendations.

This was the fourth stakeholder process run by Raab Associates to update the EEAC's Three-Year Energy Efficiency Plan. Dr. Raab was first retained in 2014 to conduct an assessment of the Energy Efficiency Advisory Council’s (EEAC) processes and councilor priorities, as well as to develop a strategic engagement plan to garner meaningful input into the development of the 2016-2018 three-year statewide energy efficiency plan. After developing the strategic engagement plan, Raab Associates was hired to facilitate an EEAC Stakeholder Process with assistance from the Consensus Building Institute, to obtain input into the development of the 2016-2018 statewide energy efficiency plan. The process included seven separate workshops: three on Residential energy efficiency, three focused on the Commercial and Industrial sector, and one focused on Low-Income and Multi-family specific issues.

In 2017, Raab Associates, Ltd., with the Consensus Building Institute, was again retained to help design and then facilitate six workshops for the Energy Efficiency Advisory Council in preparation for the development of the next Three-Year Energy Efficiency Plan (2019—2021). The workshops were held between September 2017 and January 2018. The facilitation team also helped the Council Consultants, PAs, and DOER to prepare for each workshop, and documented each workshop in a detailed meeting summary.

In October 2020, Raab Associates and CONCUR were retained for a third time to design and facilitate six stakeholder workshops in preparation for the development of the 2022-2024 Three-Year Energy Efficiency Plan. The Energy Efficiency Advisory Council (EEAC) held the workshops via Zoom between November 2020 and January 2021. The purpose of the workshops was to discuss current and foreseeable challenges and potential opportunities, and to develop recommendations from the Council for the PAs to consider in the development and implementation of their next Plan. Raab Associates submitted a detailed Final Report on this process in February 2021.
