Massachusetts AGO Regional Electricity/Gas Study Advisory Committee
The Office of Massachusetts Attorney General, Barr Foundation
The Office of Attorney General Maura Healey, with support from the Barr Foundation, commissioned a regional study to examine options for addressing electricity reliability needs through 2030. Analysis Group was selected to conduct the study, which included an evaluation of all potentially available energy resource options, including natural gas (both natural gas pipelines and LNG), oil, hydro imports, energy efficiency, demand response, and renewables. The assessment covered the costs and benefits, price impacts, and greenhouse gas emissions profile of each option. A key focus of the study was the question of whether more natural gas pipeline capacity is needed in the region, and if so, how much more. The Analysis Group study was completed in November 2015, after additional modeling was conducted following the announcement of the forthcoming closure of the Pilgrim Nuclear Plant. Raab Associates facilitated a high-level Stakeholder Advisory Group that served as a sounding board to the AGO and Analysis Group on the study.
